Floodplain Management Grants Program

Program summary

The Floodplain Management Program supports the implementation of the NSW Flood Prone Land Policy as outlined in Section 1 of the NSW Government's Floodplain Development Manual.

The primary objective of the Policy is to reduce the impacts of flooding and flood liability on communities and to reduce private and public losses resulting from floods, utilising ecologically positive methods wherever possible.

The Government recommends local councils understand and manage their flood risk through the floodplain risk management process as outlined in the Manual. The Floodplain Management Program supports the policy and the manual by providing financial support to councils to:

  • make informed decisions on managing flood risk by preparing floodplain risk management plans (and associated background studies) under the floodplain risk management process;
  • implement floodplain risk management plans to reduce flood risk to both existing and future development, and reduce losses through a range of property, flood and response modification measures as outlined in the manual; and 
  • provide essential information to the State Emergency Service to enable the effective preparation and implementation of local flood plans to deal with flood emergency response.

Who can apply?

Local councils, county councils or other Government bodies with equivalent floodplain risk management responsibilities (e.g. the Hunter-Central Rivers Catchment Management Authority and the Lord Howe Island Board) are eligible to apply.

What will be funded?

Eligible projects include:

  •  floodplain risk management plans (including digital elevation modelling in high flood risk areas and other associated background studies) 
  •  projects which implement floodplain risk management plan actions which include but are not limited to:

o        investigation, design and environmental assessment for works projects

o        structural works projects such as levees, detention basins, flood gates and flow conveyance improvements

o        investigation and implementation of flood warning systems

o        permanent works to support emergency management

o        voluntary house raising

o        voluntary purchase

What will NOT be funded?

Funding will not be provided for:

  • GST. 
  • Administration Costs.
  • Non-monetary contributions as matching funds.  
  • Contingencies.
Current priorities

Generally, highest priority will be given to staged projects, including:

  • next stages of investigation leading to an adopted floodplain risk management plan
  • components of flood mitigation works, where earlier components received funding assistance
  • the next portion of a mitigation work that is integral to a portion currently being completed, for example, works to offset the impacts resulting from a levee project which is being constructed

A high priority will also be given to any new management plan projects, and projects involving the review of existing management studies and plans, which consider the potential impacts of climate change and assess ways to manage these impacts.
